The short answer is, yes, when automated reminder or follow-up messages are assigned to a series, they will be sent out for every step included in that series. The same is true for those classes configured for open enrollment. If a reminder or follow-up message has been assigned to an open enrollment service, customers will receive that message for every booking for which they are registered.
If your classes are set up as series, you can configure your automated messages to go out only for specific steps within that series, however it requires a slightly more complex setup. The steps involved in that are as follows:
Create a specific service for the step at which the message should be sent out.
Edit the series, assigning the new service to the appropriate step.
Create a custom reminder/follow-up and assign it to the service (not the series).

Edits made to the series will apply only to new bookings. Any existing bookings will need to be deleted and rescheduled to have any changes applied.
Step-by-step Example
Let's take a look at an example class. This "Leash Skills" class is set up as a series, with the "Leash Skills" service assigned to each of its 4 steps.
At the moment, we are using both a follow-up and a reminder message that have been assigned to the series as a whole. This means that clients registered for the class will receive a reminder prior to and a follow-up message after each step.
Using the default reminder or follow-up messages will likewise result in those messages going out for every step in a series.
If we instead want clients to receive a reminder message only prior to the first class, and a follow-up only after they have completed the final step, we need to start by rebuilding our series. First, we will create services called "Leash Skills (First Week)" and "Leash Skills (Final Week)".
We then need to edit our existing series, assigning the "Leash Skills (First Week)" service to step 1 and "Leash Skills (Final Week)" to step 4.
We'll then go back to edit our automated messages, switching the Applicable Services to "Leash Skills (First Week)" for the booking reminder, and "Leash Skills (Final Week)" for the booking follow-up.
Ensure that no reminder or follow-up messages are still assigned to the series. If a reminder/follow-up is assigned to the series as a whole, that setting will override any assigned to the services from which the series is built.
That's it! With the messages assigned to specific steps clients will receive them only once, rather than for every week of class.
